Tuesday, October 18, 2011, 4 p.m. the launch of the eSTART pilot program will take place in the Electro hall building A106. Enrolled students, course co-ordinators and will participate co-ordinator of the project from Technical University of Cluj Napoca.

 Objective: 

Creating new learning and professional opportunities at master's level, in line with the needs of the digital economy and the knowledge-based economy.

The specializations offered by the pilot program (2011-2013) and later (after 2013) through the accredited master's program, are focused on the following directions:

  • e-Business (electronic transactions, electronic commerce, management of e-Business solutions)
  • e-Government (information technologies and administration in e-government)
  • e-Media (solutions for digital content management in education, culture, public information or social networks)
  • e-Health (information technologies and electronic health services).

  • PD - Score when evaluating the file
  • PI - Score at the interview
  • Average Admission = 0.50 * PD + 0.50 * PI


Scholarships

  • Each partner university has allocated a number of 25 places for the implementation of the pilot specialization program in the academic years 2011-2012, respectively 2012-2013.
  • The specialization pilot program aims to test, validate and improve the educational materials, the online electronic platform for carrying out teaching activities, as well as the organizational framework for the accreditation of the study program. Consequently, the graduates of the pilot program will receive a certificate of specialization.
  • All candidates admitted to participate in the specialization pilot program are eligible to receive a monthly scholarship in the amount of 400 lei gross.

Conditions for granting and maintaining scholarships:

  • The scholarship is awarded only to the participants selected in the September 2011 and September 2012 sessions, respectively, for the validation of the specialization pilot program, after signing the scholarship contract.
  • The maintenance of the scholarship is conditioned by the active participation in the didactic activities included in the pilot program and the fulfillment of the tasks from the quality evaluation plan in order to adapt the study program to the needs of the students and to the requirements of the economic environment.

Selection of candidates for the first year of piloting
The selection of candidates for the first year of piloting the eSTART program took place on October 6, 2011, all 25 selected candidates confirming their participation in the courses.

 Pilot program structure 

Pilot program specializing in e-Activities
The pilot program of master in eActivities lasts 2 years and has a student-oriented structure, being based on disciplines that provide basic training (Year I of study), respectively on specialization disciplines (Year II, including the preparation of dissertation) . Also, the program considers a series of optional subjects, which ensure adequate training for the needs of each student and in accordance with the requirements of the economic environment.

Starting with the 2nd year of study, students opt, and then are distributed based on the academic performance of the first year of study, for one of the 4 specialization directions:

  • e-Business: specialization in the analysis, administration, implementation and integration of IT services for electronic business transactions, B2B (business-to-business) and B2C (business-to-consumer), including the development of strategies for e-Business, electronic taxation and commerce electronic. E-Business specialists will have advanced skills in information and communications technology, as well as the ability to assess and formalize the specific electronic processing needs for remote economic transactions.
  • e-Government: specialization in conducting government activities in public institutions or large private companies, by using the facilities offered by modern technologies of the information society: e-Government, e-Government for citizens, e-Government for business, as well as in the implementation of solutions increase sustainability and promote innovation in all aspects of daily life. 
  • e-Media: specialization which ensures: analysis and elaboration of specifications for the implementation of digital content management solutions in different fields of activity (public information, entertainment, culture and education, promotional or for social networks), creation of multimedia content, installation and configuration electronic services for digital media, the use and administration of dedicated technologies for digital content management, as well as the elaboration of strategies for generating economic profit based on electronic e-Media services. 
  •  e-Health: specialization that takes into account the ability to analyze, integrate and administer, both from the point of view of information technologies and from the point of view of medical systems management, technological solutions for tele-diagnosis, remote monitoring and consultation of patients, management medical resources and patients, in order to improve the efficiency and quality of medical services.

  • analyzes the requirements and elaborates the specifications for e-Business solutions
    • develop strategic e-commerce solutions
    • develop efficient procedures for electronic transactions
    • develops appropriate strategies and risk prevention;
  • develop strategies and action plans
    • analyzes the economic objectives of the organization
    • develops web-based solutions for e-Business
    • analyzes the costs for the proposed electronic services and the profit generation
  • performs operational management on the e-Business component
    • develops and launches applications for electronic commercial transactions
    • develop security and assistance policies in their implementation
    • ensures interoperability with other e-Business solutions
  • ensures the hardware and software maintenance of the information systems in the field of e-Business
    • provides technical support for users
    • monitors electronic services and archives digital content
    • develops requirements for improvement and improvement of systems and processes

Competences of the e-Government specialist

  • analyzes requirements and develops implementation specifications for e-Government
    • elaborates the project for the implementation of electronic e-government services;
    • realizes the documentation regarding the sustainability of e-Government projects
    • evaluates the technical performance of e-Government platforms
  • creates content and implements e-government services
    • uses dedicated technologies for the management of e-government applications;
    • develops online information systems for governance, such as: electronic counter, e-democracy, e-participation, smart electronic forms, digital city, public communication, media campaign, social networks and open government;
    • ensures compatibility and interoperability with other electronic services;
  • ensures the maintenance of the computer system and updates the digital content
    • provides technical support for users;
    • monitors and archives the performance and operation of the e-government electronic service;
    • develops information and publicity strategies to ensure the sustainability and efficiency of electronic e-government services.

Competences of the e-Media specialist

  • analyzes the requirements and elaborates implementation specifications
    • analyzes the needs of the market for digital media electronic services in the fields: public information, entertainment, culture and education, promotional or social networks
    • realizes the technical-financial documentation regarding the business, educational, information or promotion projects, which have in view the exploitation of the digital content
    • evaluates the technical performances of the platforms for digital content management, in accordance with the economic, educational or social needs.
  • creates content and implements digital media services
    • uses dedicated software applications and technologies to create and manage digital content
    • creates descriptors in metadata format for digital content,
    • performs indexing, secure storage and efficient search of digital content, using dedicated platforms for digital content management
  • uses digital content management systems
    • manages (validates content, provides access, monitors security, updates) digital content
    • ensures compatibility and interoperability with other electronic services
    • ensures the security of the electronic system (content and users)
  • ensures the maintenance of the computer system and updates the digital content
    • provides technical support for users
    • updates the digital content in accordance with the implementation plan
    • elaborates information strategies for the financial capitalization of the electronic service

 

Competences of the e-Health specialist

  • analyzes the requirements and elaborates implementation specifications
    • develops hardware and software specifications in correlation with the specific needs of systems and processes related to different developments for e-Health
    • develops projects for the implementation of electronic e-Health services
    • elaborates feasibility studies
  • ensures the implementation of systems dedicated to the e-Health field
    • designs systems that provide e-Health services in terms of hardware, software, as well as in terms of medical specifics
    • ensures the installation of the system components, their interfacing both with the medical equipments and with the related calculation and communication systems
    • manages content, ensures access, monitors application security
  • ensures the hardware and software maintenance of the e-Health information systems
    • provides technical support for users
    • ensures the periodic maintenance of e-Health applications and services
    • develops staff information and training strategies.

 

The pilot program of master studies in eActivities is carried out in the form of Low Frequency Education (IFR), according to the National Education Law (Law 1/2011, Art. 139, Art. 140 letter b). This form of organization offers flexibility in the educational process for the students of the master program in eActivities, from the following points of view:

  • more freedom in choosing the time and place of study
  • individual management of the learning process
  • an excellent alternative to day studies for people who are already employed and pursuing a specialization in a field close to career development interests, curriculum compatible with the current master's degree program
  • modern pedagogical methods, based on new information technologies.

The form of organization (IFR) adopted for the master's program in eActivities is characterized by:

  • replacing teaching hours (course) with individual study activities, using the educational materials provided on the online education platform;
  • regular meetings (face to face - F2F) and mandatory with master students (usually on weekends), to carry out application activities (seminar, laboratory, project)
  • the use of an online educational platform for: a) administration of teaching activities, b) online counseling and communication with teachers, c) collaborative activities of master students.
